Dr. Paul Juinn Bing Tan earned his Ph.D. in Pedagogic from Moscow State Pedagogical University, Russia (1994-1997). He holds two Master of Education degrees from Oklahoma City University, USA: one in Teaching English as a Second Language (TESOL) (1990-1991) and another in Counseling Psychology (1989-1990). He completed his Bachelor of Science degree with a major in Psychology and a minor in Science Education at Oklahoma City University (1986-1989). Additionally, he obtained an Associate Degree in Marine Science from Taiwan Kaohsiung Institute of Marine Technology, Taiwan (1978-1982).

He worked as a Research Assistant at Moscow State Pedagogical University, Russia (1994-1997), and subsequently became an Associate Professor at the Institute of Education within the same university (1996-1997), where he taught English, Chinese, and Psychology. Since August 2000, Dr. Tan has been affiliated with National Penghu University of Science and Technology, Taiwan, initially as an Assistant Professor (2000-2019) and currently as an Associate Professor (2019-present).
