Motivated by a visit from Mikhail Gorbachev to Taiwan, Dr. Tan pursued his Ph.D. in Pedagogic at Moscow State Pedagogical University, Russia. His professional career includes roles as a counselor at the State of Oklahoma’s Department of Mental Health, a Research Assistant, and an Associate Professor at Moscow State Pedagogical University. Since 2000, he has been a part of National Penghu University of Science and Technology in Taiwan, where he currently serves as an Associate Professor in the Department of Applied Foreign Languages.
